I saw that the PCB of GTX780TI Matrix and the PCB of GTX980 is very similar, anyone know if this waterblock fit on a Asus GTX780TI Matrix or use on it?

No, the PCB design of the 980 Ti version of the Matrix is different from the 980 version.

Does this fit the ASUS 980ti Matrix Platinum?

This product does not fit the Asus 980ti Matrix, I know from experience. I purchased 2 of them about 2 months ago, and I'm still dealing with customer service on the RMA. So now they have updated their website to reflect this water block does not fit the Matrix 980ti.

is this product only designed for the msi x99 7 or is it compatible with the msi x99 9 ac as well i have 2 gtx 980 msi cards

This is a VGA block, not a chipset block and so X99 has nothing to do with this.
